joint position statement, released February 16, 2005, seeks to
strengthen the Ryan White CARE Act by creating a new capacity
building and infrastructure program, strengthening the minority
AIDS program, developing mechanisms to ensure greater governmental
coordination, strengthening the AIDS Education and Training Centers,
and strengthening the role of local communities in decision making.
