For
two decades of public policy advocacy, AIDS Action and the HIV
community have dedicated themselves to keeping the crucial issues
visible to policy makers in the administration, on Capitol Hill,
and to all people living in the United States. To address this
nation’s epidemic, AIDS Action, with its Public Policy Committee
and Board of Directors, has developed a policy agenda that confronts
the true needs around care, treatment, prevention, and research.
In order to
ensure that our policy agenda would clearly echo the voice of
the HIV community, AIDS Action hosted a national policy institute
at the United States Conference on AIDS in September of 2002.
It was here that the legislative and policy agenda was first introduced
and discussed publicly. The information we received from the participants
of the institute helped to confirm and strengthen our understanding
of community concerns. The ideas and suggestions received from
the community have been incorporated into the policy agenda.
The policy
issues identified here were developed with an understanding of
the complexities of the current domestic HIV epidemic. Their common
objective is to ensure that our nation’s response to HIV is based
upon community engagement and sound public health science. AIDS
Action, the National Voice on AIDS, in its resolve to help build
a strong national response to HIV will pursue the following thematic
