America's
response to the HIV epidemic must be comprehensive on both the domestic
and international fronts. It must provide a continuum of prevention,
care, and treatment services. Thus, it will reduce the number of
new HIV cases and, at the same time, help those who are already
HIV-positive get the care they need. It also must be a coordinated
effort involving the federal government, corporations, non-profit
organizations, community- based organizations, and individuals.
